204 nations to compete for the 2010 World Cup


ZURICH, March 30 (Reuters) - A record 204 countries have entered the qualifying competition for the 2010 World Cup finals, FIFA said in a statement on Friday.

The number beats the previous record of 199 teams which entered for the 2002 World Cup finals and only Bhutan, Brunei, Laos and the Philippines have not registered to take part. The number of entrants for 2010 includes host nation South Africa and Montenegro, which became the 53rd member of UEFA in January and is expected to be admitted as the 208th member of FIFA at the world governing body's Congress in Zurich in May. The qualifying competition starts in August 2007 with the Oceania confederation using matches played in the South Pacific Games as a preliminary qualifying tournament for their region. South Africa have automatically qualified as hosts for the finals which begin on June 11, 2010 with the final scheduled for July 11. Of the 31 places available for the qualifiers, 13 will go to European teams and five will be taken by African qualifiers. Playoffs will determine the exact number of qualifiers from the other confederations with Asia providing either four or five qualifiers, CONCACAF three or four, South America four or five and Oceania either none or one. Asia and Oceania teams will meet in one playoff while South American and CONCACAF teams play in the other.

FIFA confident about 2010 World Cup preparations


ZURICH, Dec 6 (Switzerland) - FIFA president Sepp Blatter said he was confident that South Africa would be ready to stage the World Cup in 2010 despite concerns over delays in the building of new stadiums.

'We need to bring a little bit of fire (to the organisers),' Blatter told a news conference following a two-day meeting of FIFA's Executive Committee. 'But I am confident that everything will be ready on time.' South Africa 2010 chief executive Danny Jordaan said the local organising committee planned to have five stadiums ready by December 2008 for use at the 2009 Confederations Cup. He said the remaining five stadiums would be finished by October 2009. With the exception of Cape Town's stadium, which is involved in a planning dispute, Jordaan said building work was expected to be under way on all sites by the first quarter of 2007. The executive committee has now finalised the dates for the World Cup finals which will take place between June 11 and July 11, 2010. It also confirmed that the allocation of World Cup places to the continental confederations would remain the same as for the 2006 World Cup with 13 qualifying places available for European nations and five available to African countries. Africa will receive an additional sixth place, however, with South Africa receiving an automatic spot as hosts. Asia and Oceania will again share five qualifying slots while the two American confederations will receive a total of eight places.

Blatter plans to scrap penalties
FIFA president Sepp Blatter believes future World Cup finals should not be decided by penalties and said changes could be in place for the showpiece tournament in South Africa in four years.

South Africa's parliament passes World Cup legislation

CAPE TOWN, South Africa -- South Africa's parliament approved legislation Tuesday for the 2010 World Cup, with lawmakers showing rare unanimity that South Africa will be ready to host soccer's biggest event.

Sports Minister Makhenkesi Stofile dismissed criticism that construction of stadiums is behind schedule and the country's transportation network won't cope with the influx of visitors. Stofile also sought to ease fears about the cost.

"The World Cup offers us an opportunity to present ourselves to the world for what we really can be," he said. "It presents an opportunity that no money can buy."

The government has earmarked about $700 million for building and renovating 10 stadiums, and another $1.2 billion for upgrades to airports, roads and railway lines.

Some 350,000 foreigners are expected to come for the monthlong tournament. Organizers predict the World Cup should create 129,000 jobs in an economy battered by high unemployment, and lead to an additional $1 billion in tax revenues.

The 2010 FIFA World Cup South Africa Special Measures Bill deals with the legal detail of the tournament. Similar legislation was passed in Germany and other recent World Cup hosts.

It relaxes the usually stringent provisions on visas and work permits for FIFA associates and commercial partners. It suspends restrictions on liquor sales while increasing protection against ambush marketing.

"To support this bill is a legacy in its own right," Stofile said. "Let us all be part of that legacy."

During the debate even lawmakers from the opposition Democratic Alliance, who usually oppose the ruling African National Congress as a matter of principle, took the floor to voice their support.

South Africa will be the first African nation to host the World Cup. President Thabo Mbeki says the event will celebrate Africa's renaissance. But already there are doubts whether the country, which is still struggling to throw off the legacy of apartheid, will be ready.

Stofile said preparations for the World Cup would provide a much-needed opportunity for South Africa to improve its road, housing, electricity and telecommunications infrastructure and "push the economy to a higher notch."

"We believe that hosting the World Cup offers us the biggest opportunity to banish Afro-pessimism," Stofile said.

A symbol of hope

On Friday 7 July, the Tempodrom in Berlin witnessed a welcoming to South Africa, and in turn South Africa welcomed the world. The official emblem of the 2010 FIFA World Cup™ was unveiled in a vibrant ceremony organised by the 2010 South Africa Local Organising Committee (LOC).  The host cities for the 2010 FIFA World Cup™ also showcased their cities in order to inform the watching world what is in store four years from now. Molefi Oliphant, President of the South African Football Association, summed up the occasion perfectly when he said: "We (South Africa) are receiving the baton from Germany, like in a race, and now we are running our lap."

South Africa have certainly got out of the blocks quickly and made an impressive start.  The speakers at the event included Kofi Annan, Secretary-General of the United Nations, FIFA President Joseph S. Blatter and President of the Republic of South Africa, Thabo Mbeki. They all spoke of the continent's immense pride in the hosting the 2010 FIFA World Cup on African soil, and the need to 'Win in Africa, with Africa.'  Indeed, CAF President and FIFA Vice-President Issa Hayatou is so optimistic about the success of Africa in 2010, he declared it will 'mark the renaissance of Africa.'

The Official Emblem: dynamic and descriptive
The emblem depicts the energy and vigour of the African continent. The inspiration for the footballing figure over the shape of Africa is drawn from Khoi-San rock paintings, and is also representative of its deep and long history. Upon unveiling the emblem President Mbeki declared: "We are showcasing a new forward-looking and dynamic South Africa."

Danny Jordaan, CEO of the 2010 South Africa Local Organising Committee, reflected upon the success of the event, saying: "the unveiling of our logo will hopefully show football fans around the world of the organisation and sophistication which underpins South Africa. I think that many people who left this hall with a different perception of the country. Hopefully they have seen that we are techno-smart and we understand the business of the World Cup.  We want to convince the world that the 2010 World Cup will be the best World Cup ever in the more than 100 years of FIFA football history."

Meanwhile, Mr. Blatter reiterated his belief and confidence in the Host Country saying: "There are more than one billion people behind the FIFA family who have said yes to South Africa, we trust South Africa."
